Public Works Bethlehem Township Tree Trimming Program
Throughout the year, the Public Works Department will trim the trees within our right-of way. Trees are trimmed to allow our vehicles a clear passage during snow removal, leaf collection and street cleaning. Residents are encouraged to trim their own street trees. Cold In-Place Asphalt Recycling
Based on a detailed inventory of Township streets, the Township selects several streets to recycle each year. This project usually starts in Mid-May and concludes with the overlaying in July.

"Cold In-Place Asphalt Recycling" is a process that rehabilitates deteriorating roadways. This method is both logistically and financially efficient. Since the entire process is done "in-place", it eliminates the need to haul the old material away and to bring new material to the job site. This, in turn, reduces costs. The road cure method has been approved by PennDOT and the Federal Highway Administration which allows Liquid Fuels moneys to be used to fund these projects.

The recycling process involves the cutting, removing and milling of the old asphalt. The reclaimed material must have a uniform gradation and be free of large slabs or chunks of asphalt. According to authorities on the subject, the best way to achieve this uniform gradation is through the use of a machine with a down-cutting drum. Once the material is accurately cut from the road, it is mixed with E8 - C Liquid Emulsion. It is critical that the correct amount of liquid is added in order to provide a quality product. The amount of liquid emulsion that is added is based on the volume of material that is being cut.

While a road is being recycled, its original crown and cross slope can be restored. These road characteristics are crucial to insure proper drainage. This process requires the special attention of the entire crew. Compared to road reconstruction, road recycling causes very few traffic problems. Local traffic is guided through the work zone during the day, and the road is open to two-way traffic in the evenings and on week-ends.

Once the material has been recycled, it is placed back on the roadway to form a bituminous base course. The base course is then topped with 2" (inches) of hot mix asphalt. This work will be done by the Township crew.

The bituminous material that is reused in recycling is considered a contaminated waste. If it were not recycled, it would have to be dumped in a licensed landfill. If these streets would be reconstructed rather than recycled, the Township would be dumping approx. 3,000 tons of contaminated asphalt into a landfill.

Residents of these streets will be notified at least one (1) day prior to the start of the project through the use of a blue flyer left on your front door.
